This report examines opportunities to reduce greenhouse gas emissions in the United States through actions taken at the federal and state levels without the need for new legislation from the U.S. Congress.

According to the report, eliminating HFCs represents the biggest opportunity for GHG emissions reductions behind power plants. The U.S. Administration should therefore  pursue HFC reductions through both the Montreal Protocol process and under its independent Clean Air
